At an interview which I had with His Excellency

today, I mentioned that I had received a request from Chan & Tong

for payment to the extent of 88,000 beyond what I was at liberty

to pay him under his contract. Ogan ▲ Tong had represented that

he was in need of the money to tide him over the Chinese New Year,

I laid the following statement before His Axcel-

In view of the good work done by Chan ▲ Tong, the approaching completion of the work, the difficulties which would

be created if a new contract had to be let at the present stage,

and the comparatively large security in the hands of the Govern-

ment, I recommended that a payment of $6,000 should be made to

him, to be made up as follows:-

Part retention money on contract for superstructure. £2,000

His Excellency stated that he was prepared to
